Another angle: Maybe "GTA Baku" is a mission or scenario within GTA Online? I'll check. GTA Online does have various cities, but Baku isn't offically present. Unless there's a recent update or a specific event. As of my knowledge cutoff in 2023, I don't recall Baku being in GTA. So it's likely a mod.
